Plans for through communication have been steadily opposed. A large part of Kowloon suffers in a similar way. It is not Military ground, but building is prohibited in certain areas due to projected batteries which do not exist now, if ever they will exist. These losses, however, though heavy, can be estimated.
6. The Military and Naval authorities have taken two portions. Military Contribution £380,000, Indirect Contribution £45,500, Total £425,500.
